It is the Vessel Chief Engineers responsibility to ensure that either:
• Class surveys are undertaken before their final due date or,
• Where surveys cannot be undertaken for operational or other reasons that the Vessel Superintendent is made aware in good time
• Shall issue Standing Orders to ensure safe and efficient operation of plant and equipment
• Responsible for the hull / structure, tanks, etc., of the vessel and for the safe and efficient operation of all plant and machinery, permanently installed, on the vessel. Is also responsible for temporary plant, fitted for specific tasks, by Technip, i.e. Air Dive stations, hydraulic power packs for subsea work, etc. They are to ensure that all relevant certification is placed on board the vessel at the aforementioned mobilisation port
• Responsible for the management of all maintenance tasks, the planned maintenance system (i.e. MP5 in consultation with Company Technical Representative where appointed) and unscheduled repairs that may be necessary on vessel plant and machinery
• Must be familiar with the vessel's plant and machinery and shall ensure that the Engineering staff are adequately trained in their safe operation and maintenance (will be assisted in this training role by Company Technical Representative where appointed). Will ensure that they have knowledge of safety requirements, including work permit systems, operational and emergency procedures, Company policy and instructions, and he will ensure that the vessel's Engineering staff are aware of, and understand them
• Responsible for maintaining accurate records, which should be readily retrievable, and conform to the Asset Delivery / Technical department Filing Index. Shall ensure that all manuals and drawings are kept up to date
• Responsible for ordering stores and spare gear and maintaining sufficient onboard stock levels, to ensure that the vessel's operational capabilities and safety are not jeopardised
• Responsible for the supervision of the Engineering staff. Ensuring that all work and activities under their control do not contravene applicable rules and regulations, and department discipline. They shall ensure that Engineering staff are adequately familiarised with their functions in accordance with STCW95 requirements
• Shall assist the TMOS Project Manager (mainly from Asset Technical) in the planning of dry-dockings, major repairs, modifications and surveys and will keep the Ship Manager fully informed of vessel status and all notifiable occurrences
• May be appointed by the Vessel Master as the Responsible Person to be in charge of a specific area of authorisation and take responsibility for ensuring that the requirements of the Worksafe Integrated Safe System Of Work (ISSOW) are complied with. Persons deputising for absent authorised persons must be formally trained and appointed by the vessel Master before they may undertake the appropriate role.
• May be appointed by the Vessel Master, in line with the Worksafe ISSOW, as the Person Made Aware whom the permit issuing authorities shall inform before issuing permits as required.
• Within their department they are responsible for ensuring that the rules laid down by Class rules for safety, environmental protection and the International Management Code for the Safe Operation of Ships and Pollution Prevention (ISM) are strictly adhered to
• They (or a nominated deputy) shall personally ensure that all preventative measures are taken when bunkering in port or offshore
• With the Vessel Master, shall jointly review compliance with BS EN ISO 9001: 1994 and International Safety Management Code (ISM), and document the findings on the Compliance Review Sheet. Accordingly this review shall, as a minimum, be carried out at six month intervals
• They are responsible and accountable to the Ship Manager (via the Vessel Master) for the Repair and Maintenance (R&M), and Consumables budgets.
• Responsible for ensuring that, as applicable, the measures in SOLAS Chapter II - Part 2 Reg.15 arrangements for oil fuel, lubricating oil and other flammable oils are complied with
• Responsible for ensuring that all vessel equipment under their remit is PUWER compliant where applicable. PUWER (Provision & Use of Work Equipment Regulations)
• Responsible for ensuring that all vessel equipment under their remit is LOLER compliant where applicable. LOLER (Lifting Operations & Lifting Equipment Regulations)
• Responsible for checking all third party equipment certificates of conformity including maintenance records and histories, to ensure they comply with PUWER / LOLER and TMOS Business Management System requirements where applicable
• Responsible for providing technical guidance to Responsible Persons to ensure that third party equipment utilised onboard the vessel is fit for purpose. Specific responsibilities will include verification of third party equipment mobilisation checklists. (E.g. TMOS-HSE-C-002 Pre Mobilisation / Demobilisation Welding Check List)
• Review the Safety Notices, Fleet Management Circulars files and the TMOS Management System Amendment file in the current version of the TMOS CD-Rom, upon joining and re-joining the vessel
• They shall ensure that all audits, surveys and healthcare close out actions are completed by an agreed date in an expedient manner
• Responsible for ensuring that all fuel and lubricants are loaded onto the vessel in a manner which will ensure that there is no loss of containment during the loading operation
• Responsible for ensuring that all waste oils are disposed of to a shore facility in a manner which will ensure that there is no loss of containment during the transfer
